In Zimbabwe, purchasing lottery tickets is legal and regulated under the Lotteries and Gaming Act. The Zimbabwe Lotteries and Gaming Board (ZLGB) oversees all gambling activities, including lotteries, ensuring that operators are licensed and adhere to established standards. This regulatory framework aims to maintain the integrity of the gaming industry and protect consumers from fraudulent practices.
The ZLGB not only regulates the industry but also promotes responsible gambling. At the 65th Zimbabwe International Trade Fair (ZITF) in May 2025, the Board emphasized the importance of moderation in gambling activities. They highlighted that gambling should be viewed as a form of entertainment rather than a means to achieve financial gain. This approach is part of a broader effort to foster a sustainable and socially responsible gaming environment in the country.
"The lotteries and gaming board requires all those that patronise us to ensure that they exercise restraint. Their passion should not override their reasoning to the extent that they shouldn’t know when to stop or walk away. All those that do it, should do it for fun. We encourage our punters to not go into any betting house with an amount they cannot afford to lose."
Furthermore, the ZLGB has been proactive in advocating for the alignment of the Lotteries and Gaming Act with the national constitution. Discussions in the National Assembly have highlighted the need to amend the Act to better reflect contemporary challenges and ensure that gambling revenues contribute effectively to national development goals, such as funding for healthcare, education, and social welfare programs.
