Lottery tickets are legal to purchase in Vietnam under government decree regulating lottery business activities. The Ministry of Finance grants certificates of lottery business eligibility and oversees all lottery operations. Only state-owned one-member limited liability companies where the State owns 100% capital are permitted to conduct lottery business. Vietlott, established in 2011 as a wholly state-owned enterprise, operates the national lottery offering games including Mega 6/45, Power 6/55, and Lotto 5/35 (1).
Lottery participants must have full civil act capacity under Vietnamese law, including Vietnamese citizens, overseas Vietnamese who lawfully enter Vietnam, and foreigners who lawfully enter Vietnam. The law prohibits using state money to participate in lottery draws, making fake lottery tickets, falsifying winning results, and using lottery for money laundering. Lottery winnings are subject to 10% personal income tax, with prizes claimed within 60 days after winning results are determined or after expiration of ticket circulation duration (1).

Vietlott operates over 6,600 sales terminals nationwide and serves more than three million registered users via its mobile lottery platform. The company generated over VND 3.59 trillion (approximately $137 million) in revenue during the first five months of 2025, paying out VND 1.9 trillion ($73 million) in prizes and contributing more than VND 1 trillion ($38 million) to the state budget (2).
