The legal framework is defined by the Ley Nacional de Lotería, which grants the State the exclusive authority to organize, administer, operate, control, and fiscalize lottery games and their modalities. This law ensures that only officially registered public-benefit institutions may exploit lottery activities (2).
"Regular y controlar la explotación de la actividad de juegos de lotería, coadyuvando en la recaudación de tributos, para la ejecución de planes y programas de beneficencia pública y asistencia social, propuestos por el gobierno nacional; así como garantizar al público apostador, la legalidad y transparencia en los juegos."
Individuals may legally purchase lottery tickets only through authorized outlets and official channels accredited by CONALOT. Any sale or distribution of tickets outside this regulated system is considered illegal and subject to penalties under Venezuelan law (1)(2).
