Lottery tickets are legal to purchase in Uzbekistan under the Presidential Decree No. UP-68 of April 19, 2024, which legalized online gambling and lottery activities effective January 1, 2025. The National Agency for Prospective Projects (NAPP) serves as the primary licensing authority, issuing five-year licenses for lottery operators. Residents and non-residents of Uzbekistan who have reached the age of 18 can participate in lotteries organized based on licenses granted according to legislation (1).
Lottery operators must obtain licenses from NAPP costing 18.75 million soums (approximately $1,500), with modifications requiring fees of 9.375 million soums ($730). Operators must maintain minimum authorized capital of 20.625 billion soums ($1.6 million) and a reserve fund of 15 billion soums ($1.2 million). Revenue distribution mandates at least 50% of income for traditional lotteries and 75% for electronic lotteries be allocated to prizes (2).

The government maintains a Unified State Register of Bets and Players to track player records, transaction limits, and monitor restrictions. Lottery operators pay a 4% turnover tax levied from comprehensive income less all paid prizes and returned stakes. Income from lottery prizes won through licensed operators is exempted from personal income tax, encouraging legal participation in authorized lottery activities (1).
