Lottery tickets are legal to purchase in Ukraine under the Law of Ukraine on the State Regulation of Activity of the Organisation and Conduct of Gambling No 768-IX, effective July 14, 2020. The Commission for Regulation of Gambling and Lotteries serves as the regulatory authority supervising all gambling activities, including lotteries. Lotteries operate under a state monopoly requiring separate licenses, with only Ukrainian resident companies incorporated under Ukrainian law eligible to operate lottery services (1).
Molodsportloto (MSL), the State Lotteries Operator, has operated lottery games in Ukraine for over four decades and joined the European State Lotteries and Totes Association in 1993 to ensure fair practices. MSL operates popular games including Megalot, Super Loto, and Loto Maxima with bi-weekly draws every Wednesday and Saturday. Players must be at least 18 years old to participate, with prizes claimed within 180 days of the draw date (2).
"The Regulatory Commission on Gambling and Lotteries is the regulator for the supervision of gambling activities."
Gambling operators pay 18% corporate income tax on profits and an 18% gambling tax on gross gaming revenue from lotteries decreased by winnings paid to players. Lottery winnings are subject to 18% personal income tax and a 1.5% military levy, with operators responsible for withholding taxes. All gambling licenses are issued for five-year terms, with the regulator reviewing applications within 15 working days (1).
