“This Procedure determines bases of regulation of the relations and principles of implementation of activities for the organization and carrying out lotteries, and extends to lotteries irrespective of their name, game principle, printing, technical, and software used during their carrying out.”
Electronic lotteries operate under rules established by the Ministry of Finance, which coordinates with authorized state bodies to regulate communication technologies and software standards. Organizers must follow the March 5, 2021 Directive No. 48, which sets specific requirements for electronic lottery operations (2).
