Lottery tickets are illegal to purchase in Sudan, where all forms of gambling are strictly prohibited under Sudanese law. Since 1983, when Sharia law was introduced nationwide, gambling has been explicitly prohibited as part of broader Islamization policies. Sudan does not have any licensing framework, regulatory authority, or legal gambling market, making lotteries, sports betting, casino games, and all other gambling activities completely illegal (1).
Sudanese laws prohibit gambling both as individual behavior and as a matter of investment, with no regulatory framework established for any form of gambling activity. There is no governmental body or regulator responsible for gambling oversight since all such activities are considered illegal. Islamic principles view gambling as "Maisir" (a vice injurious to society), and enforcement agencies ensure illegal gambling operations are detected and prosecuted through strict penalties including fines, imprisonment, and corporal punishment (2).

The government enforces the gambling ban through various ministries and law enforcement agencies, with no age limits formally established since all gambling participation is illegal regardless of age. Online gambling also remains banned, with authorities blocking access to offshore gambling websites and internet service providers reportedly obligated to prevent access to gambling platforms. Since the 2019 formation of the transitional government following Omar al-Bashir's ousting, gambling prohibitions remain unchanged with no indications of future regulatory reforms (1).
