Lottery tickets are legal to purchase in Slovenia under the Games of Chance Act, which regulates both classic and special games of chance throughout the country. Classic games of chance include numerical lotteries, instant lotteries, quiz lotteries, bingo games, lotto games, and raffles, which can be operated either occasionally or on an ongoing basis. The Government of the Republic of Slovenia grants concessions for ongoing lottery operations, with no more than two operators permitted to conduct classic games of chance (1).
The Ministry of Finance maintains oversight of all gambling activities, including lotteries, keeping a register of operators and concessions granted for classic games of chance. The Financial Administration of the Republic of Slovenia, operating through the Special Financial Office, serves as the supervisory authority responsible for implementing the Gaming Act and ensuring compliance with gambling regulations. Only societies and non-profit humanitarian organizations with registered offices in Slovenia may operate occasional classic games of chance to raise funds for activities specified in their regulations (1).

Loterija Slovenije holds one of the two concessions for ongoing lottery operations, offering popular games including Lotto, EuroJackpot, Vikinglotto, and various instant lottery tickets. Winnings up to €299.99 are tax-free, while prizes valued at €300 or more are subject to a 15% tax paid to the winner's municipality of residence under the Classic Gambling Tax Act. The Government adopted a strategy for the development of games of chance as the core planning document for the gambling sector over the coming decade (2).
