Lottery tickets are legal to purchase in Slovakia under Act No. 30/2019 on gambling games and amendments to certain acts, effective June 1, 2019. This comprehensive legislation regulates all forms of gambling, including lottery operations, defining the conditions for gambling game operation, promotion, player rights, and state supervision. The Act specifically establishes the position and competence of the National Lottery Company, which holds exclusive rights to operate state lottery games including numerical lotteries like lotto and keno (1).
The Office for the Regulation of Gambling, an administrative body within the Ministry of Finance of the Slovak Republic, serves as the primary regulatory authority. This office issues general and individual licenses for gambling operations, conducts supervision of gambling activities, imposes sanctions, and maintains central registers of gambling operators and gambling houses throughout Slovakia. The Ministry of Finance prepares draft laws and cooperates with international organizations on gambling regulation matters (2).
"The purpose of this Act is to lay down, in the public interest, the conditions for the protection of public order during operation of gambling games and securing community compensation of risks ensuing from the operation of gambling games and participation in them."
TIPOS, the fully state-owned National Lottery Company, operates Slovakia's official lotteries including LOTO, Keno, EuroMillions, and instant lotteries under exclusive license. Players aged 18 and above can legally participate in lottery games, with all winnings subject to a 20% state tax regardless of the prize amount. The law requires that lottery operations adhere to strict game plans, transparent rules, and responsible gambling measures (1).
