Under the Private Lotteries Act (Chapter 250) of Singapore, it is unlawful for any person to operate or participate in a private lottery without a valid permit from the Commissioner of Police (1). Only authorised operators may legally offer lottery tickets to the public (1).
Currently, Singapore Pools (Private) Ltd is the sole authorised lottery operator in Singapore, holding exclusive rights to conduct lottery games such as TOTO, 4D, and Singapore Sweep. Individuals aged 18 and above may purchase tickets through its official retail outlets, online platforms, or authorised agents (2).

In addition, under the Remote Gambling Act 2014, Singapore Pools was granted an exemption to offer online lottery sales subject to stringent safeguards, ensuring secure and responsible play. Any ticket purchased outside these authorised channels is deemed illegal, with offenders facing ticket forfeiture and penalties under the Common Gaming Houses Act (1).
