Lottery tickets are legal to purchase in Serbia under the comprehensive Law on Games of Chance enacted on March 3, 2020. This legislation regulates all games of chance, including lotteries, defining them as games where participants pay a fee for the opportunity to win money or prizes based on chance rather than skill. The exclusive right to organize classic games of chance, including lotteries, belongs to the National Lottery of Serbia (1).
The Games of Chance Administration, an administrative body within the Ministry of Finance, oversees all gambling activities in Serbia. This authority grants and revokes approvals for organizing games of chance, supervises compliance with gambling regulations, and controls the prevention of money laundering and terrorist financing in the gambling sector. The Administration also keeps records of gambling activities and ensures transparency in lottery operations throughout the country (2).

The National Lottery of Serbia holds a monopoly on organizing classic lottery games and may engage operators or agents for lottery ticket sales with government consent. Players aged 18 and above can legally participate in various lottery formats, including instant lotteries, lotto, keno, tombola, and bingo games. The law requires that at least 50% of lottery ticket revenues be allocated to prize funds, while 60% of the base fund goes to the Republic of Serbia's budget (1).
