In the Kingdom of Saudi Arabia, all forms of gambling—including lotteries—are strictly prohibited under both Islamic law and national statutes. The Saudi Civil Transactions Law explicitly voids any agreement based on gambling, reflecting the country’s adherence to Sharia principles that forbid games of chance (1).
There is no state-sanctioned lottery in Saudi Arabia, and private lotteries are likewise outlawed. According to Article 406 of the Civil Transactions Law, “any agreement on gambling is void,” ensuring that no legal mechanism exists to support the sale or purchase of lottery tickets within the kingdom (1).

Enforcement of the ban is carried out by the Ministry of Interior and religious courts. Despite occasional attempts to access foreign lotteries online, such activities remain in direct violation of Saudi law.
