Lottery tickets are legal in Paraguay under a newly reformed gambling framework established by Law 7438, signed by President Santiago Peña in January 2025. The legislation amends several articles of Law 1016/97 to establish the Legal Regime for the Exploitation of Games of Luck or Chance (1). The reforms end the longstanding monopoly system and allow the government to de-monopolise its gambling sector, opening the market to new operators and expanding the number of lottery and sports betting licensees from one to three.
The National Gambling Commission, known as Conajzar, now operates directly under the National Directorate of Tax Revenue to enhance operational capacity and tax collection (2). Paraguay's President Santiago Peña approved a sweeping reform of the country's gambling laws, aiming to de-monopolize the sector and increase competition, with the bill endorsed by the Ministry of Finance and passed by Paraguay's National Congress in December 2024. Calls for reform gained momentum in 2022 following corruption allegations linked to Conajzar, particularly the awarding of a national sportsbook license without government oversight.
"We had a long, arduous job, but lacked the capacity to fulfill our obligations. Today, with Law 7438, Conajzar depends on the DNIT, which has the logistics, trained personnel, and infrastructure to enforce the law."
Under the new structure, Conajzar benefits from expanded resources, including 800 inspectors and improved legal tools to combat illegal gambling (1). Measures include blocking clandestine gambling signals, particularly those from unauthorised online casinos and platforms, through coordination with the national computing centre and Conatel. The bill seeks to open the gambling market by removing existing monopolies and allowing unlimited licences for sports betting and other games, with regulations for online gambling and betting designed to keep pace with technological advancements and modernize the sector in line with global trends.
