Lottery tickets are legal in Myanmar under the exclusive operation of the Aung Bar Lay Lottery, administered by the Inland Revenue Department under the Ministry of Planning and Finance. According to the Gambling Law enacted on May 7, 2019, a lottery may only be operated by the Inland Revenue Department under the Ministry of Planning and Finance as appointed by the Union Government (1). The law defines lottery specifically as the Aung Bar Lay Lottery, making it the only legal form of lottery operation permitted in the country.
The Aung Bar Lay lottery system offers both physical ticket purchases and online participation through digital payment platforms. Winners of the Aung Bar Lay online lottery receive prizes of up to K1 million which are directly transferred to the payment platform they used to participate in the lottery, whether KBZ Pay or AYA Pay (2). Lottery draws are held twice monthly on the 1st and 16th of each month, with 70 percent of proceeds from sales allocated as prizes, the highest being K500 million and the lowest K10,000.
"The 52nd Aung Bar Lay ticket lottery and Aung Bar Lay online lottery will be jointly held on 1 July, and 70 per cent proceeds in sales of both kinds will be allotted as prizes. The highest prize is K500 million and the lowest one, K10,000."
The Gambling Law prohibits operating, receiving bets, or supporting any lottery or games of chance similar to a lottery without permission from the Union Government (1). Violations carry penalties of imprisonment from one to three years and fines from Ks 100,000 to Ks 500,000, with confiscation of money and evidence as public property. Physical lottery tickets valued above K1 million follow the prize distribution process of Aung Bar Lay Lottery Directorate, with tickets available for purchase at the directorates in Yangon and Mandalay.
