In Mozambique, lottery activities fall under the broader category of “jogos de fortuna ou azar” governed by Law No. 1/2010 and its implementing Regulation approved via Decree No. 64/2010, making the purchase of lottery tickets legal so long as they are sold by state-licensed concessionaires (1).
Only entities granted a concession by the Ministry of Tourism may operate lottery or other games of chance, and all lottery ticket sales must occur within approved venues. Sales to persons under 18 are expressly prohibited, aligning with the age restriction provisions in the national gaming regulations (1).
"O recinto de jogos de fortuna ou azar compreende toda a área de terreno ou espaço de instalações especialmente delimitados para a localização, desenvolvimento e exploração de uma ou mais modalidades de jogos de fortuna ou azar expressamente definidas no respectivo contrato de concessão." (1)
The regulatory framework was further amended by Decree No. 4/2017 to refine licensing conditions, expand oversight of virtual and mobile gaming, and strengthen inspection powers of the Inspecção-Geral de Jogos. These updates ensure ongoing compliance and consumer protection in the gaming sector (2).
