Lottery tickets operate in an unregulated environment in Monaco, as the gambling law does not specifically mention bingo, sports betting, and lotteries (2). The gambling industry in Monaco is regulated by Law No. 1103 of June 12, 1987, which governs casino operations and table games but leaves lottery activities outside the formal regulatory framework. The Principality focuses its gambling regulations primarily on land-based casinos, with four legally operating establishments concentrated in Monte Carlo including Casino de Monte-Carlo, Casino Café de Paris, Sun Casino, and Monte-Carlo Bay Casino.
The Gambling Authority, which operates under the supervision of the Ministry of Finance and Economy, serves as the regulator of the gambling business in Monaco (1). These officials have the remit of supervising the functioning of gaming houses, inspecting gaming operations, monitoring access controls to gaming houses and their opening hours, and ensuring that games take place under proper conditions with appropriate employee behavior. If Gambling Authority officials observe violations of the law, they have the power to act under the aegis of the Public Prosecutor.
"The Gambling Authority comprises a Chief Officer, a Deputy and inspectors. These officials have the remit of supervising the functioning of gaming houses and carrying out investigations to this end, inspecting gaming operations, and monitoring access controls to gaming houses."
Monaco's gambling regulations include strict restrictions on who can participate in casino gambling, with local citizens, military personnel, and clergy prohibited from accessing gambling establishments (2). Interestingly, Monaco residents are forbidden from gambling in land-based casinos to protect them from potential financial ruin, though this restriction does not extend to online gambling activities. Online gambling remains largely unregulated by the government, with residents free to access virtual casino sites operated by foreign companies, though this could change if France expands its gambling jurisdiction to Monaco.
