Lottery tickets are legal in Mauritius under the Mauritius National Lottery framework regulated by the Gambling Regulatory Authority Act of 2007. The Act establishes the legal basis for lottery operations, with the Mauritius National Lottery comprising prescribed lottery games including Lotto 6/40 and Instant Win Ticket Games (2). The Operator, a company promoted by the State Investment Corporation Ltd, holds the exclusive license to conduct the Mauritius National Lottery and video lottery terminals throughout the country.
The Gambling Regulatory Authority serves as the primary regulatory body responsible for issuing licenses, supervising operations, and ensuring compliance with all gambling laws in Mauritius. No person other than the licensed Operator shall sell, offer or expose for sale any lottery game ticket unless they hold a registration certificate issued by the Board (2). Lottery retailers must display their registration certificates and National Lottery rules prominently at their business premises, and any assignment or transfer of registration certificates is strictly prohibited.
"The licence issued under section 59 of the Gambling Regulatory Authority Act shall be subject to such terms and conditions as the Board may impose and may require the Operator to obtain the consent of the Board before doing any specific act."
The Lotto 6/40 Lottery Game allows players to select six numbers from a matrix of forty numbers through point-of-sale terminals connected to a central computer system, with draws held weekly or twice weekly (1). Prizes are awarded for matching three, four, five, or all six of the numbers drawn, with all selections stored on central and backup systems. Participants must be at least eighteen years old to purchase lottery tickets, and lottery proceeds are remitted to both the Lotto Fund and Consolidated Fund in accordance with regulatory requirements established by the Gambling Regulatory Authority.
