The primary regulatory basis is the Arrêté Interministériel n°8295/98 of October 2, 1998, which invokes Décret n°86-369 of October 31, 1986, authorizing the exploitation of the national lottery. Tickets are sold nationwide through state-approved outlets, and minors are generally not restricted by this decree (1).
"LFI n°2023-021 prévoit : « 3° pour l'organisation des tombolas et de loterie, 10 % du montant des billets mis en vente ; 4° pour l'exploitation des billards et assimilés, des appareils de jeu. »" (2)
Revenue from ticket sales is subject to a special levy: 10 % of the proceeds must be allocated to the organization of tombolas and lotteries, as stipulated in the 2023 Finance Law (LFI n°2023-021) issued by the Ministry of Economy and Finance (2).
