Lottery tickets are legal in North Macedonia under the regulatory framework established by the Law on Games of Chance and Entertaining Games, which came into force in 2011. According to its provisions, various types of lotteries are allowed and subject to licensing in the country, including traditional lotteries, instant lotteries, prize lotteries, and express lotteries (2). The National Lottery operates as the primary lottery provider, offering number draws, scratch cards, and other lottery products to residents who meet the legal age requirements.
To obtain a lottery license, operators must obtain permission from the Government of North Macedonia and the Ministry of Finance, which serves as the regulatory body overseeing gambling activities (2). The licensing process can take up to nine months, and licensees must maintain authorized capital of at least 2,500,000 euros or an equivalent amount in national currency. Additionally, companies are obliged to provide a bank guarantee in the amount of 300,000 euros at the National Bank of the Republic of North Macedonia.
"It is forbidden: Participation in foreign games of chance, especially if the deposits are paid on the territory of the Republic of Macedonia; Sales, advertising and any other presentation of foreign lottery tickets, tombola cards, tickets, electronic cards, etc. on the territory of the Republic of Macedonia."
The funds realized from arranging games of chance and entertaining games are used to finance National Disability Organizations, citizen societies to combat domestic violence, sports federations and clubs, and the Red Cross of Republic of Macedonia (1). Participation in games of chance or entertaining games that are arranged without issuing a license or permit is strictly prohibited. North Macedonia has also implemented regulations forbidding the sale and advertising of foreign lottery tickets on its territory, ensuring that only domestically licensed lottery operations can legally serve residents.
