Lottery tickets are legal in Lithuania under a comprehensive regulatory framework established by the Law on Lotteries, enacted on July 1, 2003. The law regulates the conditions and procedures for operating lotteries throughout the Republic of Lithuania, with the primary purpose of ensuring the fulfillment of obligations undertaken by lottery operators toward players and protecting the rights of both players and operators (1). Lotteries are subdivided by scale into national and local categories, each requiring appropriate licensing from designated authorities.
National lottery operating licenses are issued by the State Gaming Control Commission, while local lottery licenses are granted by executive bodies of municipalities where lotteries will be conducted (1). Only enterprises of the Republic of Lithuania and foreign enterprises with registered branches that comply with Lithuanian laws may obtain the right to operate national lotteries. The law mandates that lottery prize funds account for at least 50 percent of the face value of lottery tickets, ensuring fair returns to players.
"This Law shall regulate the conditions and procedure for operating lotteries in the Republic of Lithuania. The purpose of this Law shall be to ensure the fulfilment of obligations undertaken by lottery operators in respect of players and to ensure the protection of the rights of players and lottery operators."
Online gambling, including online lottery services, became regulated in Lithuania on January 1, 2016, allowing operators based in the European Economic Area to apply for licenses (2). As of July 1, 2022, significant amendments abolished the prerequisite of operating land-based gambling establishments to conduct online gambling activities, making entry into Lithuania's online gambling market require only a dedicated online license. Online lottery licenses remain available exclusively for locally established operators who comply with the regulatory framework administered by the Gaming Control Authority under the Ministry of Finance.
