Buying lottery tickets in Lebanon is completely legal and is conducted under an exclusive government concession. Since September 2002, La Libanaise des Jeux sal (LLDJ) has been the sole operator of draw and scratch lottery games in the country, overseen by the Lebanese Ministry of Finance (1).
Under the Lebanese Penal Code, most unauthorized forms of gambling are prohibited; however, state-licensed activities such as the national lottery are expressly permitted. The Ministry of Interior and Municipalities handles the licensing and regulation of any gaming operations, ensuring that only approved entities may offer lottery products (2).
"Established in 2001 by founders with more than 30 years of lottery experience, La Libanaise des Jeux sal (LLDJ) becomes in September 2002 the official and exclusive operator of lottery games in Lebanon under the supervision of the Lebanese Ministry of Finance MOF."
Purchasing lottery tickets outside of these licensed channels is considered illegal and may lead to fines or other penalties under Article 582 of the Lebanese Penal Code, which punishes unauthorized gaming activities. Always buy tickets from recognized points of sale or through the official LLDJ platform to ensure compliance.
