Lottery games are legal in Latvia and regulated under the Law On Gambling and Lotteries, with various types permitted including money and goods lotteries, numerical lotteries, instant lotteries, state lotteries, local lotteries, and single local lotteries. State lotteries and interactive lotteries must be organized by a capital company whose stocks are wholly owned by the state, such as Latvijas Loto. The purpose of this policy is to protect the interests of society and players by promoting fair competition and responsible gaming practices (1).
The national lottery operates under a state monopoly held by Latvijas Loto, while private companies can run local lotteries with a total prize fund of up to €14,300. Local lotteries must be organized by capital companies registered in the Enterprise Register of the Republic of Latvia, while associations, trade unions, and religious organizations are only allowed to organize single local lotteries for public events or gatherings related to music, art, or sports (2).

A corresponding license from the Lotteries and Gambling Supervisory Inspection is required to organize gambling, interactive gambling, lotteries, interactive lotteries, and provide gambling services. Lottery tax rates for regular and instant lotteries equal 10% of ticket sales revenue, with tickets available for purchase through Latvijas Loto's official website and authorized retail locations throughout the country (1).
