Lottery games are legal in Kazakhstan and regulated under the Law on Lotteries and Lottery Activities of 2016. The legislation ensures the guarantee of lottery participant rights and regulates lottery operator activities, with at least 50% of lottery revenue required to form the prize fund. Lotteries are permitted as instant lotteries and draw-based lotteries, with participants required to be at least 18 years old to purchase tickets (1).
The authorized body under the Ministry of Tourism and Sports determines the lottery operator and grants rights to conduct lotteries, with state control exercised over compliance with legislation. Distribution and sale of lottery tickets is prohibited in apartment buildings, dormitories, educational and healthcare organizations within 100 meters, religious buildings, and cultural organization structures. Tickets can be purchased through lottery terminals, non-stationary trading facilities, post offices, and lottery operator offices (1).

Kazakhstan recently established a Committee for the Regulation of Gambling and Lotteries under the Ministry of Tourism and Sports in 2024 to address sectoral issues independently. The government has been actively cracking down on illegal lottery operations, with enforcement efforts resulting in 103 legal actions filed since early 2024 and blocking thousands of potentially illegal gambling websites (2).
