In Italy, the purchase of lottery tickets is legally sanctioned and supervised by the Agenzia delle Dogane e dei Monopoli (ADM). At the local level, “manifestazioni a sorte” (local lotteries) are permitted only under strict conditions: ticket sales must be confined to the province where the event takes place, the total number of tickets issued cannot exceed €51 645.69, regardless of individual ticket price, and all tickets must bear progressive series and serial numbers (2).

Only state-authorized concessionaires may distribute lottery tickets—either through licensed tobacconists and kiosks or via approved online platforms—ensuring compliance with ADM technical standards and transparency in prize distribution (1).
