In Italy, the purchase of lottery tickets is legally sanctioned and supervised by the Agenzia delle Dogane e dei Monopoli (ADM). The national lottery system—including traditional and instant‐win games—is established by the Presidential Decree of 20 November 1948, no. 1677, and its subsequent amendments, which define ticket issuance, prize assignment, and revenue allocation (1).
At the local level, “manifestazioni a sorte” (local lotteries) are permitted only under strict conditions: ticket sales must be confined to the province where the event takes place, the total number of tickets issued cannot exceed €51 645.69, regardless of individual ticket price, and all tickets must bear progressive series and serial numbers (2).
"La lotteria è consentita se la vendita dei biglietti è limitata al territorio della provincia, l'importo complessivo dei biglietti che possono emettersi non supera la somma di 51.645,69 €, qualunque sia il prezzo del singolo biglietto e i biglietti sono contrassegnati da serie e numerazione progressive."
Only state-authorized concessionaires may distribute lottery tickets—either through licensed tobacconists and kiosks or via approved online platforms—ensuring compliance with ADM technical standards and transparency in prize distribution (1).
