In Hong Kong, all gambling activities are prohibited under the Gambling Ordinance (Cap. 148) unless they are expressly authorised by the Government. The Home and Youth Affairs Bureau restricts gambling opportunities to a limited number of regulated outlets, including the Mark Six Lottery operated by the Hong Kong Jockey Club (1).
The only legal lottery in Hong Kong is the Mark Six, which is run by the Hong Kong Jockey Club under licence from the Betting Duty Ordinance (Cap. 108). Tickets may be purchased through authorised betting branches, selected banks, or legal online platforms approved by the Club (1).
"Under the Gambling Ordinance (Cap. 148), all gambling activities are illegal except those expressly authorised by the Government under the Betting Duty Ordinance (Cap. 108) (i.e. authorised horse racing, authorised football betting and the Mark Six Lottery)."
Anyone caught organising or promoting a lottery without a valid licence faces criminal prosecution under the Gambling Ordinance. Offenders may be fined up to HK$50,000 and imprisoned for up to two years, and unlicensed activities risk licence revocation and further legal sanctions (2).
