The Government Lotteries Act empowers the Government Lotteries Control Committee to organise and conduct lotteries under strict regulations. All tickets must be issued and sold at prices and through agents authorised by the Committee, making purchases from these official channels lawful (1).
Under the Gambling Prevention Act, only public lotteries conducted by the State are permitted. Any unlicensed lottery, raffle, or sale open to the public is prohibited, and transactions in such lotteries are declared null and void (2).
"Every sale or contract for the sale of a lottery ticket is hereby declared to be void, and no action shall be maintainable by anyone in respect of that sale or contract, except by the purchaser for the return of the money or other consideration (if any) paid therefor." (2)
Agents who exceed authorised ticket prices or engage in unauthorised sales face fines of up to GYD 25 and possible imprisonment, with appointments revoked on conviction. Similarly, buyers of illicit tickets bear the risk of forfeiture and lack of legal recourse under Government Lotteries Regulations (1).
