Lottery gambling is legal in Grenada and operates under the National Lotteries Authority established by the National Lotteries Authority Act Cap. 205A, which grants the NLA exclusive rights to operate lotteries and other games of chance subject to any special ministerial license (1). The earliest gambling legislation dates to 1966 with the Gambling, Lotteries, and Betting Act, followed by the Casino Gaming Act in 2014 and the Gaming Act in 2016 which expanded the law to include e-gaming (2).
The Gaming Commission serves as the major regulatory body for gambling in Grenada, responsible for licensing, supervision, and enforcing responsible gaming practices, though lottery operations specifically fall under the National Lotteries Authority (2). Commercial lotteries face a tax of 25 percent on gross receipts while non-business organizations pay 15 percent, with all taxes due on the tenth of each month (2).
"The Gaming Commission is responsible for licensing, supervision, and enforcing responsible gaming. The Gaming Commission should not be confused with the Casino Commission, which regulates casinos only."
Starting in March 2023, Grenada began enforcing a 15 percent withholding tax on all games of chance winnings exceeding EC$10,000, with the promoter of the game responsible for making the deduction and forwarding it to the Ministry of Finance (2). Players must be at least 18 years old to participate in Grenadian lotteries, with tickets available from authorized retailers across the country (1).
