Lottery gambling is legal in Ghana and is regulated by the National Lottery Authority under the National Lotto Act 722 of 2006, which established the NLA as a statutory agency operating under the Ministry of Finance (1). The NLA holds a legal lottery monopoly in Ghana with the mandate to regulate, supervise and manage National Lotto and ensure the enforcement of laws relating to National Lotto (2).
The Gaming Act 2006 (Act 721) regulates all other forms of gambling in Ghana except lotteries, with the Gaming Commission of Ghana established under the Ministry of the Interior responsible for regulating casinos, sports betting, slot machines, promotional gaming, horse racing betting, scratch cards, and bingo (1). The Gaming Commission sets out licensing requirements with five categories, while online gambling is a regulated activity with specific licensing requirements set forth in the law (2).
"The Gaming Commission is the authority established to regulate, control, monitor and supervise the operation of games of chance in Ghana, with the exception of National Lotteries which fall within the regulatory scope of the National Lottery Authority."
The NLA is a member of both the International Association of State Lotteries and the African Association of State Lotteries, offering a corporate platform where diverse skills and experiences converge (1). The National Lottery Authority's board comprises a chairperson, representatives from the Ministry of Interior and Ministry of Finance, a representative from the Attorney General's Department, two government appointees, and the Director General (1).
