Lottery gambling is legal in El Salvador and is regulated by the Lotería Nacional de Beneficencia de El Salvador (LNB), which has operated since 1870 under government oversight (1). Since 2021, the LNB has been responsible for issuing licenses and regulating all forms of gambling including traditional and electronic lotteries, online games, and sports betting, operating under the Gaming Law passed in 2001 (1).
In July 2022, El Salvador's Legislative Assembly formally ratified a long-term government to government contract with the Canadian Commercial Corporation to launch a new national electronic lottery system operated by Canadian Bank Note Company technology (2). The proceeds from lottery sales are mandated to fund municipal infrastructure, public health, education and social services, and to support LNB's union members (2).

The Ministry of Finance oversees the license issuing process and ensures the legality of gambling facilities, while the National Commission of Gaming monitors the gambling industry and ensures implementation of laws and fair transparent gambling practices (1). Gambling operators must comply with taxation requirements including a corporate income tax of 30 percent, value-added tax of 13 percent, and Pago a Cuenta tax of 1.75 percent (1).
