In Egypt, participating in state-authorized lotteries is legal and governed by clear legislation. Lotteries are regulated under Law No. 93 of year 1973, which establishes the framework for organizing and operating national lottery schemes through appointed agencies (1).
Under the Egyptian Civil Law No. 131 of 1948, all gambling agreements are void by default. However, “legally authorized lotteries are also exempted from Article 739,” allowing state-run lottery draws to remain valid despite the general prohibition on gambling contracts (1).
"Any agreement relating to gambling or betting is void. Anyone who loses in gambling or betting may, notwithstanding any agreement to the contrary, reclaim what he has paid within three years from the time he paid what he has lost. He may prove such payment by all available means."
Lottery tickets can be purchased at Egypt Post branches and other authorized retail outlets nationwide. In 2005, the Egyptian National Post Organization partnered with Intralot to develop a modern national network for distributing and processing lottery games across more than 3,400 locations, with plans to expand further (2).
