Lottery gambling is legal in Ecuador and operates through the Lotería Nacional de Ecuador, which is managed by the Junta de Beneficencia de Guayaquil, the largest non-governmental organization in Ecuador founded in 1888 (1). The income from the sale of National Lottery products is entirely devoted to maintaining charitable work in the areas of health, education, elderly care, and funeral services throughout Ecuador (1).
The Junta de Beneficencia de Guayaquil oversees a network of four specialized hospitals, two educational units, two homes for the elderly, and two cemeteries, providing over five million medical services annually and benefiting hundreds of thousands of economically disadvantaged people (1). In July 2022, Lotería Nacional de Ecuador awarded a new 10-year contract to Scientific Games that includes instant games, lottery systems, retail technology, and Ecuador's first-ever electronic draw games (2).

While lotteries remain legal and operational, land-based gambling including casinos and gambling halls has been banned in Ecuador since a 2011 referendum (2). The lottery system provides employment for more than 3,000 Ecuadorian families who sell National Lottery products, representing a dignified livelihood and supporting the organization's extensive social assistance work (1).
