Lottery gambling is legal in Croatia and operates as a state monopoly under the exclusive control of Hrvatska Lutrija LLC, the state-owned company that has held the sole right to organize lottery games since the Games of Chance Act was established (1). The Gambling Act of January 2015 serves as the main regulatory document governing all forms of gambling including lotteries, casino games, sports betting, and slot machines (2).
According to the Games of Chance Act, gambling is defined as a game in which participants pay a bet for the opportunity to gain money, things, services or rights, whereby the gain or loss depends mostly on chance or some uncertain event (1). The Ministry of Finance and its Department for Games of Chance serve as the competent regulatory authority overseeing all gambling operations in Croatia (1).
"Hrvatska Lutrija (Croatian Lottery), the country's National Lottery, has a monopoly on this form of gambling. The other games of chance can be provided by private operators."
Croatians over 18 years of age can purchase lottery tickets online or at press and lottery kiosks throughout the country (2). The state lottery offers various games including bingo, EuroJackpot, Keno, Loto 6/45, Loto 7/39 with Joker, and other instant lottery games (2). Significant amendments to the Games of Chance Act are currently in parliamentary procedure, with key provisions expected to take effect between 2024 and 2026 (1).
