On December 12, 2024, the Republic of Congo published Law No. 37-2024, which comprehensively regulates gambling and betting activities throughout the country after being deliberated and adopted by both the National Assembly and the Senate (2). The law establishes four regulatory frameworks for gambling operations: public monopoly, licensing regime, operating authorization regime, and special authorization regime (2).

Under the new legislation, lottery operations fall under Category II licensing, which includes horse racing, lotteries, and physical and online scratch games, with the national company maintaining exclusive rights over these activities (2). Tax rates on gambling activities including lotteries are determined by the finance law with progressive rates based on gross gaming revenue, while online gaming operators face higher tax rates compared to physical gambling operations (2).
