In Cambodia, the primary legal framework governing gambling is the 1996 Law on the Suppression of Gambling, which broadly prohibits “gambling of all kinds, in all places throughout the whole Kingdom of Cambodia,” except for activities explicitly permitted by the Royal Government (1).
Despite this general prohibition, lotteries operate under special authorization. The Royal Government grants licenses for privately run national lotteries, allowing citizens to legally purchase tickets through state-sanctioned operators while all other forms of gambling remain off-limits to Cambodian nationals (1).
"This Law on the management of commercial gaming aims to ensure the management of commercial gaming centers and commercial gaming to contribute to economic growth, promote tourism, create jobs, collect income, maintain safety and social security."
Under the 2020 Law on the Management of Commercial Gaming, the Commercial Gambling Management Commission oversees licensing and enforcement for all commercial gaming activities, including lotteries. Cambodian citizens may only participate in those lotteries that hold a valid license issued under this law (2).
