The Act defines lottery as any game, method, or device whereby money or money's worth is distributed or allotted in any manner depending upon chance or lot (2). The Gaming Control Board, established under the Act, serves as the regulatory authority responsible for licensing, supervising, and controlling all gaming activities including lotteries.
Belize Government Lotteries Ltd. is a duly incorporated company owned by the Government of Belize whose core mandate is to administer and sell the Belize Government Lottery. The company operates as the official state lottery operator and has generated over $200 million in revenue within two years of government management (1). The Gaming Control Board oversees lottery operations to ensure compliance with legal requirements, prevent criminal activity, and maintain gaming integrity throughout the jurisdiction.

All lottery operators must obtain gaming licenses from the Gaming Control Board, which evaluates applicants based on fitness, financial stability, and operational capability. The Board has authority to impose conditions on licenses, conduct compliance visits, and take enforcement action against operators violating regulations (2). The Gaming and Lotteries Control Bill 2025 proposes further reforms to strengthen regulatory oversight, establish the Gaming and Lotteries Commission, and enhance player protection measures across all gaming sectors.
