Lottery activities are legal in Belarus and regulated under Presidential Decree No. 209 of May 4, 2007, which established comprehensive procedures for lottery operations throughout the country. The exclusive right to organize and conduct lotteries in Belarus belongs to the state and is performed by state bodies subordinated to the President or Council of Ministers, local executive and administrative organs, and state legal entities (1). Only government-authorized organizations can legally operate lotteries within the jurisdiction.
Two republican unitary enterprises currently hold the authority to conduct lotteries in Belarus: RUP Natsionalnyye Sportivnyye Loterei and RUP Belorusskiye Loterei, which is owned by the Presidential Property Management Department and runs 17 out of 25 existing lotteries. All gambling activities in the country, including lotteries, follow laws directed by the Ministry of Tourism and Sports (2). Lottery organizers may sell lottery tickets directly or through legal entities and physical persons based on civil agreements.

The government has taken significant initiatives to develop the gambling industry since 2018, establishing Belarus as a regulated jurisdiction for gaming operations. The Council of Ministers is responsible for establishing procedures for conducting examinations of lottery ticket security and ensuring protection of lottery systems from unauthorized access (1). Online gambling was officially legalized in April 2019, expanding the scope of permitted gaming activities while maintaining strict government oversight and control.
