Lottery activities are legal in Azerbaijan and regulated under the Law of the Azerbaijan Republic "On Lotteries" adopted on March 5, 2004. This law establishes the rules for organizing and conducting lotteries throughout the Azerbaijan Republic, defining the rights and obligations of both organizers and participants of lotteries (1). The legislation distinguishes several lottery types including production lotteries, instant lotteries, target lotteries, stimulating lotteries, and virtual lotteries, each with specific operational requirements.
The Ministry of Economy of Azerbaijan approved comprehensive procedures for lottery operations in December 2022. Economy Minister Mikail Jabbarov signed a decree approving the Procedure for organizing and conducting lotteries, the Procedure for organizing and conducting virtual lotteries, and the Procedure for organizing and conducting incentive lotteries (2). The Legal Department was tasked with submitting this resolution to the Ministry of Justice for entry into the State Register of Legal Acts.
"This Law establishes rules of the organization and carrying out lotteries in the Azerbaijan Republic, the rights and obligations of organizers and participants of lotteries."
Only legal entities can serve as lottery organizers, conducting operations either independently or at the request of other parties. All lottery participants must be at least 18 years old and voluntarily participate by acquiring lottery tickets, which serve as documents or electronic codes granting participation rights (1). The prize fund must include all money designated for prizes or other property intended for transfer to winners, with draws conducted based on the principle of random chance to ensure fairness and transparency.
