Lottery activities are legal in Aruba and regulated under the Ordinance on Lotteries (AB 1988, GT 25), Lottery Decree (AB 1988, GT 26), and State Ordinance for the State Lottery (AB 1992, GT 115). The Departamento di Asuntonan di Casino, operating under the Ministry of Justice, is responsible for developing standards for gambling operations, implementation, supervision, and licensing of both land-based and online gaming activities (2). Gambling is legal for all residents and visitors, with the minimum legal gambling age set at 18 years.
The Foundation Lotto pa Deporte was established in 1982 and falls under the Ministry of Public Health, Elderly care and Sports. It became operational in 1984 and introduced an automated online system in October 1999, expanding from 50 to 175 sales outlets throughout the island (1). The foundation currently offers nine lottery products including Catochi, Wega di Number Corsou, Big 4, Lotto di Dia, Mini Mega, Lotto 5, Zodiac Raspa, and Facilito.
"The goal of the Aruba Lottery regulation is to offer financial support to sports, physical exercise and culture. The minister has appointed a sport subsidy commission, in order to achieve a balanced issuance of funds to the sports organizations."
From October 1996 through December 2006, the Foundation Lotto pa Deporte distributed over 125 million in prizes and allocated more than 25 million for sports and cultural initiatives. The foundation has funded major infrastructure projects for the Aruban population including Parke Curason Jaburibari, Centro Deportivo Frans Figaroa, and stadium facilities (1). Tax laws in Aruba do not require gamblers to pay taxes on lottery winnings, while operators are subject to government taxation and licensing fees (2).
