Lottery activities are legal in Armenia and regulated under the Law of the Republic of Armenia "On Lotteries" adopted in December 2003. This law governs relations connected with activities for organizing lotteries and establishes state control over such operations (2). Only commercial organizations registered in Armenia with founders who are Armenian citizens or legal entities registered in Armenia can conduct lottery activities based on obtaining the corresponding license from the Ministry of Finance.
The Ministry of Finance serves as the authorized body responsible for lottery licensing, while the State Revenue Committee acts as the monitoring authority overseeing compliance with regulations. Applicants must submit required documentation verified by Government Decree 987-N adopted on July 1, 2004, and licenses are issued within 23 working days, which may be extended for another 23 working days if necessary (1). The licensing process requires payment of an annual state duty of 600 million Armenian drams to obtain and maintain lottery operations.

Armenian law distinguishes between several lottery types including no-draw lotteries, drawing lotteries, combined lotteries, and totalizators, which involve participants predicting outcomes of sporting or social events. The lottery ticket serves as both a data carrier for determining winning status and as the agreement between organizer and participant (2). Sales of lottery tickets operated in foreign countries are prohibited within Armenia, except for internet betting tickets, ensuring domestic regulatory oversight of all lottery activities conducted within the jurisdiction.
